My girlfriend use to kiss her best friend on the lips when they hung out cuz they areally really close and we started dating and I told her kissing girls is not cool with me and she promised me she wouldn't then 10 months later kisses her on the lips and another close girlfriend on the lips and says we used to do it and we are super close and that's just what we do so it's okay is this cheating or not?

yes its a moment of intimacy (not sex but still intimate) with another person. however if its another girl your bf might not mind. but its still technically cheating.
