I'm not used to see friends cuddling and I have never done that with a female friend, but if the friendship is too good, if the friends are too close, I think that it can be considered normal. However, depending on the situation I'd consider that perhpas there's something more than friendship there, but it doesn't seem to be your case.

Sure why not? I would like to cuddle a female friend :) I've had a female friend who's hugged me really tight before cause I told her at her graduation that she was a really good friend to me, and it was the first time a girl has ever hugged me like that before.
