The Irish and Irish Canadians use the same phrase. We use it as a cute way to show affection towards someone. "I love you" is used more within a relationship whereas "love you lots" is for friendships and more playful.
It definitely is cute.. I'm usually smiling from ear to ear when I picture my friend saying with a smile ☺
it is an endearing phrase which is often said by people from certain areas
some places they mean it in a way of saying "see you later"
or "take care" but with a meaning of endearment
