My boyfriend doesn't say I love you anymore?

My boyfriend said I love you by accident 4 times before I told him it back (3 times while drinking)
After the 4 time I wait a day (for his hangover to pass) and told him. He waited a few minutes talked about something else then told me he loved me too. Since then he's only said it a handful of times, I say it once a day at most, he doesn't really say it back though. It's rare that he will say it back. He acts completely loving, and treats me well. I just don't know why he's stopped tellingly he loves me

If he doesn't say it when it would be expected, it is because he is honest and he just doesn't feel it. That's super-normal. At the first few dates or shortly in a relationship your feelings may jump up so high that you are infatuated and actually in love neurochemically speaking. But that may not last forever if things get back to everyday business. It is always best if love has some time to genuinely develop out of a mutual, equally valuable relationship. It might happen out of control and rushed and with some people that is always so, but that is not really healthy. Really loving someone has serious implications and it shouldn't be just taken lightly, most importantly, if you aren't already married or honestly dedicated to each other for life, it cannot just be made a requirement or be expected of someone that would be pretty perverse.

Maybe he got discouraged when the first four times weren't reciprocated? Or maybe he's just sorting through his feelings and wants to be sure before he says it again?

There's also the possibility that he's just not great at sharing feelings and emotions (as evidenced by the fact that three out of the first four times came when he was drinking).
