I don't like the thought of monitoring a group of people on such broad terms. Muslims is such a large group and if that's the only characteristic they are paying attention to then that seems wrong.
Yes, Muslims should be policed. Why? Because they are part of a religion that does incite violence. The Quran and Hadiths are full of violence and bigotry.

There are plenty of sites with genuine quotes from the Koran, and these quotes can EASILY be interpreted or misinterpreted to incite violence against disbelievers.

Muslim is a religion and this is discrimination against religion. Ultimately, no. Unless they are suspected of terrorism or have terrorist ties, you can't monitor them.
