Why doesn't my boyfriend not want me to make friends?

My boyfriend is really strict on me making friends and talking to people. His whole friend groups consist of all women. Maybe 2 or 3 guys but mostly women. He hangs out with them more than he ever with me. The only time he wants to spend time with if he feels there's another man in my life. He will get jealous and compete.
He does not like me around any guys what so ever. He finds out that I've been friends with ONE guy or finds out i was with him without him being present, he freaks out and loses his mind. Thats when he puts me under high surveillance and wants to know where i am, who im with more often.

The reason is that this dude wants to have power over your social life an isolate you as much as possible. He also seems to be treating you like an option. This is an abusive relationship, and it's only going to escalate if you don't break things off and get away from him.
I recommend that you do it over the phone to be safe (abusive, controlling individuals are dangerously unpredictable). Make sure that you don't fall for any threats or manipulation such as sob stories, promises that he'll change, fake sadness, claims that you can't live without him, etc. Change your number, block him on your phone, e-mail, social media, Hulu access, everything. Make sure to alert your friends, colleagues, and love ones in case he tries to get your info through one of them. It helps to have have people in the know who are knowledgeable, supportive, and trustworthy.
And do not make contact if you start to miss this dude, or feel lonely. You might wind up getting sucked right back in.

These are textbook signs of an abusive relationship down the track and it won't get better, no matter how many times he says he'll change.

That's a sign of an abusive relationship or manipulation. Talk to him about it. If he's still overly controlling and doesn't trust you, don't sty in that relationship.
