Is this guy all talk and no action?

I started talking to a guy about two months ago from a dating site. After about a week of talking we decided we wanted to go on our first date. It was amazing, and things hit off perfectly; awesome chemistry, lots of laughs, flirts, getting to know each other, etc. The date went so well that we ended up kissing goodbye at the end of the night, and even the kiss had great chemistry to it. The next day he talked about how he loved the date and couldn't wait to see me again. Here's where the problem comes in. I had to leave on a two week vacation right after our date. He also left on vacation for a week, and we both got back around the same time. While I was on vacation he said he couldn't wait for me to get home to see me again, but when I did get home I would ask him if he wanted to hang out and he would avoid the question. We continued to talk, and then he left to go see some friends in his hometown for a week. While he was gone he talked about how he couldn't wait to get back so that we could see each other again. Now it has been almost a week since he got back, and again, every time I bring up hanging out he avoids the question. He talks about how lucky he is to know me and how beautiful I am and that we have great chemistry, but completely shuts down when it comes to seeing me again. I don't understand it, and I'm getting frustrated. I asked him if he was interested in me anymore or not and should I move on, and he never responded to that either, he just started talking about something else. I feel like I am having my time wasted. Is this guy worth sticking around for, or is he just stringing me along?
