Honestly I wouldn't know, because I do my best to be ''just'' nice and polite but every now and then there's a woman who thinks I like her.
That said, I think that one should look about the consistency of a guy's kindness and nice action - ie he's being nice and kind because it's situational - as in, he does things because it's common courtesy - and if he does them just for one girl, or for everyone. Also, look if he takes constant interest or not - that's usually a telltale sign of a guy liking a girl.
Why liking and being nice has to be different though? So if someone likes you they don't need to be nice with you?

Every guy is different I would need to hear what he’s been saying and and how he treats you to know if he’s flirting or not
I'm sorry. We have to make it vague on purpose because we don't want to offend you.
It can be tricky at times to tell. Google how guys flirt and see if he does any of that with you. Like touching your shoulder/thigh/back. Last, if he doesn’t ask you out or for your number at some point, he was just being nice
