If a man (who is obviously taller) hugs a woman, whats the difference between these two?

Guy hugs the girl over the shoulder: that way her hands touching his middle back, his arm are over the girl's shoulder/neck, her face touching his chest area.

Guy hugs the girl under the shoulder: that way he bends down, he holds her middle back, their face cheeks are pressing to each other, her hands are on his shoulder area.

I think a hug over the shoulder is more like if you’re hugging your mom or your sister or a female family member, especially if she’s shorter. Now w a girl, let me give you an example.
