What does it mean when a guy rubs your shoulder?

Well I kinda like this guy and we met while I was practicing at a health facility... I think he likes me but im not sure since its forbidden for the employees to date.. When we were taking some office portraits we were doing the typical "half hug thing" this:

And while we were taking the pictures he kept on rubbing my shoulder... ( i was wearing a tshirt with no arms) I dont think he did this with anyone else.. He seems to be a shy person, also it felt like he was trying to make the photographer to take longer time to take the picture by sayng that every pic 'wasnt good'. Anyways also he always seems to look after me and all the times we have hugged he hugged me really tightly and long... I don't know if he likes me because he hasn't shown other interest than the above and the fact that he always is kind with me 'you are really ambitious and smart", "nice shirt", etc. he hasn't asked me out, so is it because he doesn't like me or because he can't (bcs of the rules)
