It was a one syllable whistle that even I do when something was close to falling or something that was a close call or dangerous as in driving or something. What did he mean by the whistle and why didn't he just say Hi?

I'm guessing it's because he likes you but he's shy. But still want to keep up the apperance of being bold.
I'm guessing he is whistling like that to show confidence in expressing his attraction to you. However he is actually scared to do anything else. Simply, he is clueless about what to do or say so he's acting up instead.

Whistling and catcalling can be a sign of a man objectifying women, it's cause for some concern.
Not sure if I'd go as far as calling it a 'red flag'.
Because it's an act, if there where other males nearby it might be that he did it to impress his friends of how bold he is. Or if it's just you and him, then he's just clueless.

Either way you can see past these shenanigans as they are just degrading the men doing it and if anything it just tells you they're either shallow show-offs or just clueless.

I guess that one is a bit more discrete and have more common use in what it could mean yeah. But it could still be a catcall, although probably more like he's merely exclaiming his attraction and might be sighing because it feels like a lot of work, like the situation is a bit troublesome (like he don't know how to get closer to you). Like I'm guessing you feel towards him, a bit anxious yet hopefull.
But I'm just guessing here.
