Why would a guy act interested in a girl and never make official plans for a date?

Recently I matched with a guy on a dating app, a guy I knew already previously in real life. He took a day or two to respond to my messages but acted enthusiastic when he suggested meeting up with me the following week for coffee, a drink, or food. I gave him my number to text me but he never did, this was a week ago now.
Why would a guy act interested, ask me out, and then never make plans?

If he didn't want to actually hangout, that's fine, but why give me the impression?
Even if he were "shy" (which he is not, he comes off quite confident on his high horse type guy) wouldn't he at least text me even just to talk smh

He would ask you out to see if he could. He saw it without any effort. Plus, yes, probably you weren't his first choice.
Or he will do what one guy did. Asked for my number, and called me a month later, I guess he ran out of other options.

i don't know. I never did that. If i had expressed interest in meeting with someone next week for coffee or food, I would follow up with that person regardless if it was a friend or a potential love interest. And if i was too busy i would just tell them. I would not give someone the impression i am interested if I wasn't.
