Why do my friend whith benefits say that he loves me when he has a girlfriend?

I've been seeing him for about 8 months and he's had a girlfriend the whole time I've known him (he started it)

the last few months he's started saying things like he's in love with me or that he thinks he loves me or just says he loves me

And I don't know why he says that Sometimes he asks me how I would feel about being his girlfriend.

I get so confused when he starts talking about those things I like him a lot but I'm fine with just being friends with benefits But why do he say it? Especially when he still has a girlfriend
