What does it mean when my male coworker regularly reassures me that he isn't hitting on me?

I've been working for my male boss for about a year now and in general, he's super nice to me. He's very busy so other people on the team often have a hard time getting ahold of him but he has always made time for me. He regularly tells me that he thinks I'm really talented and "special." He also will do things like stand really close to me and regularly puts his hand on my arm or shoulder. On the other side, he frequently works into conversation (kind of randomly and without prompting) that he is a very touchy person in general and that women always think he's interested in them when he isn't. It's like he's reassuring me that he's not hitting on me. I'm trying to just take him at his word that he behaves this way with everyone, but I don't see him acting like this with everyone. It's just odd and I don't know what to make of it.
