Why do guys stare at me in public?

I wasn't wearing anything that showed cleavage or body structure.

I was literally just wearing tracksuit bottoms, a jumper & a scarf.

This guy kept staring at me on the train when I was looking elsewhere then when I looked at him he looked down then that happened two more times then the end of the train line was the next stop and he got up and walked towards the door so he could be out first but he turned around and kept looking at me. I hate that stuff, just gives me anxiety I hate being stared at I wasn't wearing anything amazing so I don't understand.

Then I'm in a shop and this guy is staring at me with his girlfriend like what the actual. So I walk into this shop no one goes into cos expensive lollies no one is in it I'm not even interested in and 5 seconds he's in there too so I walk out and go to another shop a bit further away next thing he's near me so I'm like omg... why.
