Does he feel fatherly to me or is he attracted towards me?

So I’m 28 and there’s this guy at my work that’s 46. He’s really protective of me and makes sure I’m ok. I can’t tell whether he’s attracted to me or thinks I’m too young for him. I caught him looking at me smiling but was also thinking that it was a sort of I’m proud of you look. Then again it’s only a 18 year age gap and his kids are like 16-18. Would it more be a much older man that would have fatherly feelings towards me? What age would that be then the age of a man who would feel fatherly towards a 28 year old? Thanks
