I don't know why you're uncomfortable texting him: you want to date and get to know him, you've spoken to him on the phone before... what's the big deal?
Today, or sometime tonight, send him a text saying you're excited for the date tomorrow and want to know when and where you're both meeting up. That's it.
If he's still interested, you should hear back from him shortly with the details, or at least you two can discuss where you want to go. Now if he doesn't reply back by... I'd say tomorrow morning? I'd have my doubts. I may be old school, but usually both parties should have a plan and time set up for a date at least a day or so in advance.
He has not confirmed a date nor place so the date has not been arranged.
That's the thing, there is nothing to be excited about because I don't even know if he arranged something even though he said he did.
If a man is exciting he won't leave you hanging. Especially not a day before.

So I haven't texted him.
He reached out today (the day we were supposed to meet) and wrote :sorry I've been a bit crap lately. Things are very busy. I don't think I'm in a position to date right now.
I've got a feeling there is another girl which is why he couldn't make up his mind.
Him texting on the day we supposed to meet shows lack of courtesy.
Oh well, sometimes it is just gut feeling lol
