What does it mean when a guy stares at the ground when walking towards you?

I will be walking to class going one direction and the guy I like will be heading in the opposite direction. We have this thing where if we pass each other, we raise our arms up high, which is our way of waving or saying hello. The moment I can find him in the crowd, my eyes will follow him and he cuts through the grass which makes him easy to spot, as compared to blending in with the crowd. But sometimes he will walk with his head down until I yell out his name and then he will lift his head and we do our thing. Sometimes he just stares straight ahead. Sometimes he ignores me. Does he just not want to be caught staring so he looks somewhere else? We go through this every week.
