Genetics plays a very big role in muscle growth and aesthetics. Other than that some girls workout there legs 2-3 times per week!
You kind of can't. I mean if you want fat legs you can eat a lot of dairy. They won't have muscle and you might get fat elsewhere too.

I got muscular legs by longboarding nearly every day. just running, walking, biking etc
Jogging, taking walks... all gradually result in the same way
Genetics, when you have the gene you have the gene.
