Girl I like is always with this guy?

I like this girl in college. I've never talked to her and she's in none of my classes. I see her around campus and in the library almost everyday. I'm pretty certain she finds me attractive. We've exchanged repeated and extended eye contact. I've also noticed her checking me out and smiling to herself.

Problem is that she's almost always with this guy. At first I thought he might be her boyfriend but now I don't know for various reasons. She's blatantly checked me out in his presence and he didn't seem to care. He's significantly shorter than her. I haven't seen any PDA. On the other hand I've seen him carry her bag for her. They usually sit together in the library as well.

What do you guys think?

Is this guy dating her?

Should I make a move on her even if this guy is with her?

Unless you make a move there's no way to know for sure.

Plus, there's no reason for them to date, and I should know : I'm friend with this guy, we always sit always together in the lib, classes etc but there's nothing between us other than a platonic friendship.

I'd say approach her, but preferably when she's alone !

I guess something like friendship could only be between them. In-love-couples cuddle, cozy around each other and do stuff like that. However, approach her when she is on her own.
