I have dated this guy for about a month and we didn’t kiss until recently, but it was surprising cause he just went from 0-100 and basically stuck his tongue in my mouth and I wasn’t expecting it!
he asked me if he could kiss me but then went full throttle and I was a bit taken back by it like at least have the respect to just kiss me politely the first time and work up to it.
I didn’t say anything at the time I was just shocked but when I mentioned it recently he kinda just shrugged it off and said sorry but he couldn’t help it... I’m just not sure why he did even acted that way, or is this common?

Because guys are horny on the first date if they don't masterbate before the big night it happens and sometimes they may slobber on you a bit or feel some boob/ass etc. But, it's up to you if you want to go along with it or push him away. Maybe it's common for HIM. You wanna be honest with him about your feelings to find out where he's coming from? To say he "couldn't help it," sounds like a lazy excuse.

So I would say that he just had a lot of built up tension and maybe was really horny but then you said that you didn’t ask him about it for a while and then when you did he just shrugged it off. Like I’m not thinking you had sex on that date too. So maybe he is just a jerk and you actually should get rid of him… haha! That is a really rude first kiss that suggests that he is going to have a lot of rude and “uncontrolled” things he does toward you the more you date.
