1st of all, what age are you?
If you guys are young, like teenagers, he's maybe shy?
If you guys are adults, he's maybe not one of those types that invites people on dates.
Maybe you'll have to be like "Hey babe, I was thinking about, why not have a nice dinner in some fancy restaurant" and when that date is over you'll have to be like "we'll have to go on dates more often" and somehow let him know that he has to invite you :)

He only wants you for sex. So he is only doing enough to get you to put out. Since he doesn't have to take you anywhere to get sex from you he won't.
I was the first one to ask my Boyfriend out for a movie, it was on our first monthly anniversary and it was great :)
It doesn't have to be the guy asking the girl on a date, you can try to ask him to the movies or something else, and see how it goes :)
Maybe he will figure something out if you start to mentioning it or something.
