How are humans evil, and the institutions they run and create are not?
Also what is 'evil' as apposed to 'good' is this defined in following a a particular set of rules, or just your judgement?
Regardless there would have to be many good people for the institutional creation of said good people to ever be itself run for Good. Said institution themselfs are also only possible if the people running them are inclined to follow said rules.
Therefore not all humans are evil, and your assuming they can be organized in such a way as to filter out those who are evil. Less no institution could be maintained that would not eventually become itself evil.
This is of course assuming there is a set of objective rules defining what is and is not "evil". If there is not, then any and all people and institution could be both 'evil' and 'good'.
As such both would be a point of view and neither exist.
