Hard to get is honestly the worst way to go cause you're literally sending a message of "no means yes or try harder". It's better to be honest and up front about your feelings. If the person is turned off by that, they weren't mature enough to date anyways.

It depends. Women are extremely easy for guy one the left. Therefore, he has oodles of confidence. If you play hard to get with him, he is not fazed because knows he can have you. You are just being coy. Therefore, playing hard to get with him may be effective. At least if will not hurt.
The other guy is not hot so most girls reject him for a sexier guy. Therefore, since he usually loses, he doesn't have confidence. If he did have confidence he would insane because it is stupid to believe you can win when you always lose. That is like that fool middle school boy that didn't even start for his team asking Nolan Richardson what he had to do to play in the NBA. Therefore, it is foolish to play hard to get with second guy because he will assume that you are rejected him and give up.
I have very little experence with guys; so, honesstly, I don't know. However, with that in mind, this is what I think. If he is a good looking popular guy and you play hard to get, he may ask the next girl he meets and you are left out in the cold. However, if you don't play hard to get, at least you have a chance.
