If he's seeing himself as not a good speech giver then telling him the opposite can reinforce that image. Try asking what it is that bothers him so much about it. Another thing that works is get him to imagine the audience being naked or have him just focus on their foreheads if eye contact bothers him. By asking good questions he will resolve the issue on his own, or he may give himself a better image then you can encourage him when he's in a better frame of mind to reinforce the positive image.
