Why does he invite me over to... cuddle?

This guy I have met.. we have slept together one time. But out of the many times we do hang out at his house he doesn't try anything. He always asks me to come over and then he tells me he didn't want me to leave. But when I stay he literally only cuddles with me. He doesn't kiss me never has, all night he will hold me. I don't understand how his brain works. Why invite me over just to cuddle with you I mean I enjoy it but it's just abnormal behavior to always cuddle and never do anything more.

He's told me he dosent want a relationship cause when I talked to him he was with someone. But we talked as friends. He says he likes hanging out with me and is comfortable around me
