Is he trying to get back in touch with me?

I had been in this situation-ship with a guy , but I stopped talking to him since he seemed like he didn’t know what he wanted/he wasn’t interested as much anymore, which was totally fine, but I didn’t see the reason to keep in contact.
I saw him recently while I was alone with another guy , and he started being very touchy with me (hugging me, holding me close while talking etc). I find it weird , since if I saw someone I wasn’t interested anymore with someone else, I wouldn’t “get between them”. I would interpret it as him trying to get back with me, since it has happened again in the past that , when we weren’t in contact at all, he wanted us to try again.

What’s your take on why he did this?
