You need to eat enough food, healthy food. You can't just eat a bunch of bad food and say "but I stayed in the calorie limit" because it'll still ruin your body. You also need to work out, you could lose weight by just dieting, but then you'll have loose skin from any weight loss. Picking up weights will NOT make you bulky, it will actually help slim you down and tone you up so much quicker.
One hour is only 4% of your day, so don't tell me you can't find an hour in a day to work out at least 3 days a week.

Yes, Definitely 1200 Calories and Walking, for I am an Avid walker for years, will help in shedding some unwanted weight.
Walking is considered "Exercise" and yes, you can lose with no snooze with even taking 15-20 minute walks twice a day, 7 days a week.
Just remember to Eat healthy as you are dropping and putting yourself on a Multivitamin with Iron wouldn't hurt as well.

I'd suggest trying one of those apps like myfitnesspal and tracking it based on you as an individual.
Also you can tone up with bodyweight exercises like push ups, pull ups and bodyweight squats with good depth. Try doing them back to back with little/no rest for 10-15 mins a day maybe. Just a suggestion as it would be a nice mix of cardio and toning and you wouldn't need a gym membership.
Yes, your daily requirement as an adult is around 2000 give or take. 1200 is far less than that so it will cause weight loss. The weight will be lost due to your body's attempt to maintain a constant body temperature.

you will get skinny fat. your body needs more calories than that just to sustain itself if you aren't sedentary or on bedrest. and why wouldn't you want to get toned if you're worried about losing weight? eat healthy and exercise that's the only way you will look hot
I would advice you not to look at the calorie count (unless your doctor advised it) and eat only according to ur hunger. Avoid high-fat high-carb foods in general, eat a balanced meal. Indulging urself once in a while is okay. Also, working out should be more fun than like a chore. And yes, walking is a great activity to stay healthy. Keep walking :)

You have to calculate by your age, gender, height, and starting weight to amount of calories you need. Take that base amount, and subtract 500 calories to loose weight, or add 500 to gain weight.

Yes that could work. You could take in less. However, the only diet I have ever known where someone could take in 600-1200 and the weight won't come back would be the Atkins diet but the side effects are way too unpleasant.
