How can I make my butt much bigger?

Being a more top heavy person, I would like to balance out my body with a good butt and wide hips, and I’ve been in the process of that with Chloe Ting’s Hourglass program.

The program has been working on day 11 of the program (which consists of 26 days) I appear more fit, my waist is smaller, my hips are bigger and my butt is bigger than before.

I was wondering though, can absolutely anyone grow their butt with daily exercises targeting the glutes? Are there people that will always have a small butt no matter how much they work out and eat because of their genetics? Can I make my butt much bigger than before and achieve that hourglass, going from an inverted triangle?
