What are these mixed actions all about am I being tested?

So ladies and gents,

Is a guy more likely to be more nervous around you and testing you after the last time you saw each other and not want to come off desperate, since he was more vulnerable with me and I didn’t reciprocate as openly? The last times we saw each other he initiated multiple lingering hugs, telling me how good they felt and they were the best, how he was hoping he was going to get to see me , suggesting he should just take me with him for the day. I wanted to tell him how much I loved being spending time and hugging him too but I got too nervous! This time he came in for a store walk and visit and he saw me and just intensely stared while waving not smiling or initiating conversation , but lingering around as though he wanted me to come over to talk to him… is his guard up with me now?
