She's too blind to see the reality. She already assumed that just because you both are in a so called relationship, the man will definitely propose her. She thinks it's bound to happen and just taking longer time. She loves him way too much.
I didn't quite plan the proposal the way I wanted it to and it felt rushed. My girlfriend could see right through me that I wasn't prepared to commit to marriage at that time so she told me it would be better to wait till I was fully ready to commit, which I am now thankfully :)
So maybe this would be a good time to propose to her again. That seems like a better course of action than trying to figure out what her reasons are for staying with you.
